On the accent colour
One accent, used to mean one thing: signal. It marks the pulse in the header, the reading-progress hairline, the active section in the margin, and the point of a callout. When everything is highlighted nothing is, so it appears at most twice in any one screenful.
On motion
Animation here has a job or it is not there. The header pulse is the series argument in one loop. The progress hairline tells you where you are in a long post. Everything else is a fade of under 600 milliseconds, and all of it collapses to nothing under prefers-reduced-motion.
